EXPRESS ENTRY INVITES PROVINCIAL NOMINEES FOR IMMIGRATION TO CANADA IN LATEST DRAW

Candidates with a provincial nomination certificate have for the first time ever been invited to apply for Canadian immigration through the Express Entry immigration system. This is the first draw to be conducted after the recent changes were implemented to this popular immigration selection program. Normally candidates do not require a provincial nomination to be able to receive an Invitation to Apply (ITA) or to enter the Express Entry pool.

Since the introduction of the Express Entry immigration selection system, the latest draw is the first time that candidates with a provincial nomination certificate issued through the Provincial Nominee Program (PNP) have been selected to apply in a program-specific draw. In previous Express Entry draws, candidates were selected to apply purely based on their Comprehensive Ranking System (CRS) score, regardless of which immigration program they were eligible for.

The recent draw which took place on November 30, is the 48th to be conducted since its introduction. A total of 559 candidates were issued with an ITA with a minimum CRS score of 786 required points. Candidates who are able to obtain a provincial nomination are awarded 600 CRS points out of a possible 1,200, this means that in the latest Express Entry draw candidates with CRS scores as low as 186 were issued with an ITA.

At the recently held Annual Immigration Law Summit in Toronto, representatives of the Immigration Refugees, and Citizenship Canada (IRCC) stated that these program-specific draws will be a regular feature in the coming year. This will represent an advantage for individuals who want to create an Express Entry profile and offer them real hope of realizing their Canadian immigration ambitions. The IRCC is intent on welcoming 51,000 new immigrants through the PNPs in the New Year, an increase of seven percent of the targets set for 2016. It further adds to the target of 71, 700 who will come to Canada through the Federal Skilled Worker Class, the Canada Federal Skilled Trades Class, and the Canadian Experience Class in 2017.

Express Entry candidates with a provincial nomination will get a 600 points boost under the CRS, which makes PNPs one of the most valuable factors under the new system. This is because a qualifying job offer was worth 600 points before the new changes to the system were implemented on November 19, however, a qualifying job offer is now worth 50-200 points depending on the position. Since candidates with CRS scores as low as 186 were invited in the latest draw, it is likely that most, if not all candidates in the pool with a provincial nomination were issued with an ITA during the draw.

Express Entry

This is an immigration system used by the IRCC to select candidates for immigration to Canada through the federal economic immigration programs. Candidates who wish to apply under the Federal Skilled Worker Class, Federal Skilled Trades Class, and Canadian Experience Class are required to do so through Express Entry. The eligible candidates are able to create a profile which is submitted to the Express Entry pool. Once entered into the pool, candidates are allocated CRS scores which will determine their ranking in the pool. The highest ranking candidates are then issued with an ITA in IRCC’s regular draws.
