MANITOBA INVITES 179 CANDIDATES FOR IMMIGRATION TO THE PROVINCE

In a draw which took place on November 29, 2016, a total of 179 candidates were issued with a Letter of Advice to Apply (LAA). It is the 23rd draw of the Expression of Interest immigration system which is a part of the Manitoba Provincial Nominee Program (MPNP). A unique points system is used whereby each candidate that is eligible for the MPNP Skilled Worker sub-category is awarded up to 1,000 points.

Out of the 179 LAAs issued, 150 were given to candidates who had at least 713 points in the Skilled Workers in Manitoba Sub-category. The other 29 LAAs were given to candidates who had at least 716 points and were in the Skilled Workers Overseas sub-category and were directly invited under the Strategic Recruitment Initiative.

These strategic initiatives are as follows:

  • Recruitment missions – These are employment/immigration fairs whereby MPNP representatives conduct interviews with foreign skilled workers and offer them invitations to apply if they make a formal Expression of Interest (EOI) to the MPNP.
  • Exploratory visits – The MPNP can also invite people who have gone through a pre-approved Exploratory Visit and subsequently passed an interview with a program official.

Earlier this month the Manitoba provincial government made changes to the Expression of Interest points system, whereby, candidates with a close relative in another province and no close relative in Manitoba will no longer be deducted points for this reason, which is also known as a risk assessment factor. In addition to that, candidates who have previously made an application to immigrate to another province other than Manitoba will no longer be subjected to a penalty.

MPNP for Skilled Workers

The MPNP Skilled Workers was set up to help the local employers find foreign talent to supplement the local workforce. The provincial government of Manitoba makes a selection of foreign workers with experience and have made an Expression of Interest to immigrate to the province and possess the skills needed across the local labor market. The government then nominates them to receive a provincial nomination certificate from the MPNP, after which the individual will then apply for permanent residency status with the federal government.

MPNP Skilled Workers in Manitoba

A sub-category of the MPNP whereby applications are accepted from qualified foreign workers and international student graduates who are at present working in Manitoba and have been offered a permanent job by an employer in the province.

MPNP Skilled Workers Overseas

The MPNP sub-category is for qualified skilled workers who may be outside Canada but who can demonstrate a strong connection to the province and its labor market. A point’s based system is used to assess candidates according to factors such as age, language proficiency, work experience, education, and adaptability. While candidates can be awarded substantial points because of having a connection to Manitoba, they may be also deducted points because of other ‘risk assessment’ factors that come from having connections to other Canadian provinces.
